Hi,
As per ASME Sec IX,  EPC Contractor qualified WPS/PQR for carbon steel material.Based on contractor qualified PQR,whether subcontractor can prepare WPS and use for welding. EPC contractor will take operational control and responsibility of welding activities.

 code of construction is ASME B31.3.

Please throw some light on QW 200.

Sec-IX, QW-201 addresses  Manufacturer’s or Contractor’s Responsibility on performing welding. However the requirements of each design code could be different.
 
As the design code is B-31.3 you need to see the requirements of B-31.3(I' referring to 2008 edition). Clause   328.2.2 Procedure Qualification by Others specifies clearly what needs to be followed for adopting a weld procedure qualified by another organization. Clauses 328.2.2 (a) to (i) all are applicable
 

Clause 328.2.3 Performance Qualification by Others.- specifies what require to be done for transfer of qualification for welders to the present employer

 

I hope  clause 328.2.2 and 328.2.3 would help to clarify your query.

generally if your client is agreed with your documnets with no objection you can use his wps & pqr under the supervision of same client.

It is allowed, provided the WPS has to be approved by EPC contractor, Pls refer QW 201

No you can not prepare WPS. please refer QW 201 of ASME section IX for your more clarification.

Hi,
The subcontractor no need to prepare WPS,because the EPC contractor is full resposible for all welding activities and he just use the subcontractor to finish the job. So the Subcontractor can use WPS/PQR of the EPC contractor.

Yes, only if subcontractor uses the same QAP as that of the EPC Contractor and there is clear
reflection in QAP of the subcontractor's role as performer. This in addition to the operational
control of actual welding being fully planned and monitored by EPC Contractor.

I agree with your reply.But as per ASME B31.3,the word " Procedure qualification by others" confusing.The others may be some manufacturer or contractor not related to project or work.In our case we are the EPC contractor,we are taking responsibility.
