3.2 Certification Query / EN 10204:2004

Dear All,

 

We would like to know whether Pipe fittings (Elbow, Tee, Reducer etc…) can be certified to 3.2 Certification from the Base material which is a pipe.(Base material Certificate type is 3.1) and help us by providing what all testing and other requirements to be considered in Inspection Test Plan for Pipe fittings to be endorsed as Type “3.2”.

 

Whether physical traceability of base material (in our case, it is carbon steel seamless pipe) at Manufacturer’s location is required?

 

NOTE: All mechanical and chemical tests for fittings at an Independent Laboratory shall be done and will be certified by LR, BV etc…. so as to endorse Pipe fittings as “3.2 Certification”.

Do we still require a complete traceability of Base Material Certificate; although above test will be done?

 

Please provide your technical guidelines to resolve above query.

Dear all,

For me it seems unusual to require 3.2 certificates on pipe fittings, so first of all it would be worth to ask the client, if that is really what he want.

Regulations for pressure equipment as well as recognised standards would normally only require 3.1 certificates, but of course a client/plant owner may have stronger requirements for some reasons.

 

Secondly, if the 3.2 certification is a wish from the client to ensure 3.1 certificates has not been falsified, you could propose a scheme including PMI (Positive Material Identification), to verify the correctness of 3.1 certificates, as an alternative to the requirement for 3.2 certificates.

 

However, you will first need to understand what is behind the requirement for 3.2 certificates.

Traceability:  You need not have the Test certificate of a Pipe material from which Fittings are made. But, you need to have Test certificate for Fittings from the manufacturer of the Fittings. You shall have to ensure Physical traceability from Fittings to this Fitting TC.
 
3.1 to 3.2 converstion:
 
1) Chemical Analysis -,Need to do chemical analysis from independent lab witnessed by TPI,
 
2) Mechanical Testing : Tensile test, (Yield load, tensile load), , percentage reduction, elongation test and hardness test are are required as a minimum .
 
Impact test shall be done only if required by product spectification of fittings.
 
I suggest that you may avoid flattening test(if required by product specification) in agreement with client

Since heat is getting tested for various properties under independent agencies,certainly the fittings TC can be endorsed as 3.2 certification.Pipe is a raw material for butt welded fittings which after forming and heat treatment is being confirmed through testing for its compliance to fittings specification like A234GRWPB,A420WPL6,A403 TP316 etc etc.All the key results being witnessed by independent agency by identification and stamping after veryfying the traceability, the endorsement of TC by them converts 3.1 TC to 3.2 TC.

Hello,

great and interesting question. I believe one solution could be that you do the destructive per heat on the heat o pipes being used for the forming of fittings. 

similarly only 1 fitting (from the heat or lot) may go thru the destructive tests under third part "witness". this shoudl fulfill the condition of 3.2 . Moreover the TPI will be comfortable to mention witness on the IRN
