your pipe is 20 mm and supposing your material Pno is 1, the weld metal analysis is 1 also.
You are on the limits, so if the other pipe (main) has a thickness 20 mm max you do not need any PWHT.
If your weld thickness (through any plane) is larger than 40 mm, then you have to apply PWHT.
The thickness of the reinforcement does not count, but if the thickness of the weld attaching the reinforcement to the pipe together with the thickness of the weld attaching the branch is larger than 40 mm then you need PWHT
