Inservice PQR Test as per API 1104

Dear Expert,

We have one requirement where our Client want us to carry out Inservice PQR Test as per Annex B on Header Pipe with simulated actual pipeline conditions

Is it API 1104 requirement to simulate actual pipeline conditions (Viz Pressure, Temperature, & Flow Rate etc) while carrying Inservice PQR Test

Also can somebody guide us on making arrangement which can create / simulate actual pipeline condition by using water as medium.
