HEAT TREATMENT OF SB 171 UNS C46400 PLATE.

Dear Experts,
 
In one of our job 51 mm. thk. SB 171 UNS C46400 plate is going to be used in exchanger for which El.% actual observed 19.5 in check testing against requirement of 35% min. as per code. Chemical composition meets the code requirements.
 
Please suggest me the proper annealing temp. incl. heating rate, holding temp. and time, cooling rate for re heat treat the plate to meet the Elongation requirement as per code.

Such heat treatment should be recomended by Plate mfgr so please ask them
This is to retain all other mech properties
