This is not a dissimilar weld, however consider it as special/critical weld in terms of Weldability, thermal treatment ...

You can use either E80XX-B8 or E 90XX-B9, however separate PQR is required.

Which electrodes are used for welding of P9 & P91 material, Is this considered as dissimilar welding & Special Welding.
Can the electrode & process used for welding P9-P9 material be used for welding P9-P91 material also.

Try to have E80XX-B8 L electrodes to have Hardness control.
