USE of PQR for more than one Subcontractors

Dear Experts.
 
Let us suposse client is A & B is Contractor.
Under B ( C,D & E are more 3 subcontractor companies are working).
 
WPS/PQR had been established by Subcontractor C only under the shadow of B.
SO can other subcontractors i.e D & E companies can use the same PQR.
 
please mention the clause no. as per ASME sec. IX, is it QW302 ?

Yes, D & E can use the PQR of C

QW-201 Manufacturer’s or Contractor’s
Responsibility
The Code recognizes a manufacturer or contractor as
the organization which has responsible operational control
of the production of the weldments to be made in accordance
with this Code. If in an organization effective operational
control of welding procedure qualification for two
or more companies of different names exists, the companies
involved shall describe in their Quality Control
system/Quality Assurance Program, the operational control
of procedure qualifications. In this case separate welding
procedure qualifications are not required, provided all other
requirements of Section IX are met.

The answer is no.
As per Sec. IX of ASME-

QW 200.1, Each manufacturer and sub contractor shall prepare written welding procedure Specification.
QW 200.2, Each manufacturer or subcontractor shall be required to prepare a Procedure Qualification record.

You can note the difference in both.

QW 201 states that, 'the code recognizes a manufacturer or contractor as the organization which has responsible operational control of the production of the weldments to be made in accordance with the Sec. IX code.

Hence, it is more appropriate if the manufacturer or contractor prepares the WPS & PQR in their name and ask the subcontractors like C, D or E  or others to follow it.

QW 302 do not come into the picture at all.

In general, the answer is no.  If these contractors are independent and have their own quality control manual under which the work is performed, then the answer is solidly no. This is the general intent of the Code – each entity involved in ASME fabrication shall have their own procedures.

 

However,QW-201 does allow for exchange of WPSs/PQRs if the subordinate companies perform all work under the quality control manual of the superior company.  This would be most common in corporate divisions/companies working under one parent company.

 

Please review ASME Interpretation IX-01-02.
