Your defination for 3.2 certification is correct and you need to transmit the same defination to the base parent base material like plate,flange,pipe,fittings etc and again you to restrict this requirement upto pressure parts and metallic material
But you have to be careful while defineing the EN10204 standard in initial of the project by defining this requirement to pressure parts and attachment weld,based on criticality rating of the items of metallic parts,cost implication for implementation of 3.2 cert for non critical items and define the purchaser's intervention as 'witness'activiites for specific inspection.
This is verymuch required because EN10204 is sailent about purchaser involvement as witness or review and again this may applicable for non metallic componants .....

3.2 certificates can only be drawn up by the original manufacturer of
the material. For this the company needs to have a certief quality
system and always the involvement of a notified body is required. It's
not allowed to draw up your own 3.2 certificates also not when a
customers representative is involved.
What a company has to do when he wants to cut 3.2 certified material
in pieces or wants to machine by which the original marks will be
removed is to re-mark all the seperate parts in front of cutting or
machining with a traceble identification to the original 3.2
certificate (if possible similar marks as on the original material)
and he has to invite a authorized body to put their mark near the re-
stamping in front of cutting in pieces and/or machining. Some
manufacturers have a re-mark approval from a notified body by which
they may re-stamp the material without involvement of this notified
body, they have to show this written approval if you are not sure.
Afterwards the manufacturer always has to draw up a so called re-stamp
declaration in which he mention how may parts with which dimension
where made from the original material, in this declaration they also
have to mention the original and new marks as well as the original
certificate number.

forging,
