Is it required to do PWHT for fillet weld carbon steel (BS EN 10025 S275JR) plate 25mm to the plate (ASTM A387 Gr 11 Cl 2) 18mm THK?

What is your construction code? , weld geometry is it butt or fillet?

Construction Code is Section VIII Division 1.

Weld Geometry: Groove + Fillet.

Assuming that the Grade 11 Class 2 plate (ASME Section IX, P4 material) is the pressure boundary material,  then PWHT is required per UCS-56. 

 

Requirements for exemption to PWHT requirement are covered in Note (2) to Table UCS-56 for P4 material.  PWHT can be forgone only for the following:

1.       Circumferential butt welds in pipe or tube with diameter less than 100mm, thickness less than 16mm, and carbon content  less than 0.15%

2.       Fillet welded non-pressure attachments to pipe or tube with diameter less than 100mm, thickness less than 16mm, and carbon content less than 0.15%

3.       Studs welded to pipe or tube with diameter less than 100mm, thickness less than 16mm, and carbon content less than 0.15%

4.       Electric resistance welded heat absorbing fins to pipe or tube with diameter less than 100mm and carbon content less than 0.15%

 

Clearly your description for fabrication does not meet any of the above four criteria.  Therefore PWHT is required.
