Clarify UG-81 TOLERANCE FOR FORMED HEADS

Dear Experts, 

Please help me to clarify requirement of  UG-81 TOLERANCE FOR FORMED HEADS , ASME Sec VIII Div 1 2017. 

The inner surface of Ellipsoidal head shall not deviate inside the specified shape by more than 5/8% of ID: This tolerance shall be applied for all Head ( Crown R & Knuckle r) or only for Crown R portion ?

Please also provide the reference.

This clause is applied to all head and talking about "Overcrowing" & Under crowning".
