Is there any standard which states weep hole to be seal welded after completion pressure test.

no. it is not practical because aggregation of welding gases increases the internal pressure between shell and reinforcement plate and welding not applicable , in small reinforcement plates seal weld may be applicable,  
weep hole should be monitored during hydro/leak test.
to prevent internal corrosion weep hole shall be tapped with bolting.

Hi Mr. Madhusudhan, 

No, but I have seen in some of the Client specification states that it shall be seal welded after pneumatic test. since it is a tapped hole, you can use suitable bolts to seal and prevent corrosion.

Hi,

Threaded bolts with sealing grease is a more normal practice, seal welding these holes may become problematic in future if you want to use them for corrosion checks.

Hi,

Not required to weld tale hole after pressure testing

Chance for residual gases presence are high, if you seal weld it , during operation due to high temperatures gases may expand and lead to failure if it is thin wall.(in rare cases it occurs, so not adviceable to do seal welding)
