Vessel Leg & Base Plate Impact Test

Dear All,

When constructing a vessel where Impact Testing is applicable, should Impact Tests also be conducted on the welds of the Leg and Base Plate (non-pressure parts)?

The Project specification only outlines requirements applicable to the vessel, such as temperature or pressure. 

If Impact Testing needs to be applied to Leg & Base Plate, which paragraph of the code should be referenced?

If it is not required to apply Impact Testing, which paragraph of the Code should be referenced?
