You are correct. A test coupon consisting of P1G1 material welded to P1G2 material will qualify welding P1G1 to P1G2, P1G1 to P1G1, and P1G2 to P1G2. The portion of QW-403.5 highlighted in purple applies to the situation. It is common practice to qualify P1G1 to P1G2 to cover welding with impacts for all common P1 materials (G1 and G2). Note that SA-516 Grade 70 material will often be dual certified as SA-516 Grade 65 and/or Grade 60. In this case you only need to use this one material for test plates to get your combination.
