If the operating temperature is high, I would seriously consider ERNiCr-3 (Alloy 82) rather than trying to solve the problem by moving from ER310 → ER309LMo.
Nickel-alloy fillers are frequently used for difficult dissimilar-metal joints because they tolerate the chemistry gradient/dilution between different alloys and can provide a more forgiving weld-metal structure. This is especially relevant if PWHT or substantial thermal cycling is involved.

There is no single "correct" filler for SS310 to SS316L—the optimum choice depends on balancing metallurgical
compatibility, corrosion resistance, and operating temperature.
The general preference is
Up to ~300°C, corrosion-dominant service: ER309LMo
300–700°C with thermal cycling or dissimilar-metal concerns: ERNiCr-3 (Alloy 82)
For temperatures above ~700°C (furnaces, reformers, radiant tubes): ER310 to match the high-temperature
characteristics of SS310.
You have not mentioned the operating temperature of the SS310 tubes (and the tube-to-tubesheet weld) during
its service? That single parameter is likely to determine whether ER309LMo or ERNiCr-3 is the better engineering choice.
