ASME B 31.1 / Pressure test cannot be performed

Dear All,
Does ASME B 31.1 dictates alternate NDT method in lieu of Pressure test if it cannot be performed? There are times during in service repair work for Boiler external piping where Pressure test cannot be performed due to unavailability of isolation. Please share your expertise.

The NDT in lieu of Pressure Test is a PED approach and not a Code approach
