it is required based on MDMT (Minimum Design Metal Temp) and thickness, check with your designer whether base material requires impact testing?

if your governing code is ASME B31.3 check para 323.2.2 and table 323.2.2

dear sir,

the impact test is generally based on your mean time working temperature means the temperature at which your properties of the pipes & joint will be the resrained at subzero temp.

is it LPG LINE.

It depends upon your service condition and MDMT, and customer
requirements.
If impact test is required on material you'll have to qualify PQR for
Impact test only.

You can use the same WPS to weld a test piece and test impact at
required tempreture and attached with your previous PQR as an
Addenda.
