one of my vebdor quoted a pressure vessel made by SA738 GrB material.question, what is the hardness limit for base material? what is the hardness limit for weld seam in both as weld and PWHT condition? Is there any other concern or advice about welding procedure?

the design code is ASME VIII DIV 2.
