Dear Sir,
              P91 material is in P15E grouping.
So, we take it as P15E + P8 welding the condition are as follows,
For service temperatue up to 400 deg celcius, Use E 309-xx
For service temperatue up to 400 deg celcius upto 480 deg celcius , Use E NiCrFe-3
For service temperatue up to 480 deg celcius to upto 980 deg celcius , Use E NiCrFe-2
In case of welding of any P.NO to P8,Preheat shall be done only for that P.NO

The above mentioned information may useful to u Sir.

For all purpose use only nickel base Welding consumable( Not
ENiCrMo3),, Do not use SS welding filler wires/rods
