Why 2’’ Dia and below size can’t be partially repaired

Could you please provide any spec reference regarding 2’’ and below size pipe Welding can’t be partially repaired.

Dear Sir, 

Note: Comments based on ASME B31.3 Code

No such restrictions in code as per my knowledge.

We does partial repairs, but the only thing is one should be confident enough to mark the repair based on a DWDI (Ellipse) RT film.
