ASTM A672 Gr.C70 CL.32 Pipe Heat Treatment issues

Hi Experts,
As per ASTM A672 Gr.C70 Cl.32 heat treatment requires is normalized.
This normalizing requires either in which of the following condition? Please explain
1) After rolling and Welding of pipe. If requires what about the strength of weld which will reduce after normalizing and which welding consumables to be used to get higher strength.
Or
2) Plate Raw material requires to be Normalized.
