If it is broken from tube then it is acceptable or broken from weld is acceptable?
Depends on project requirements but normally not location of fracture but minimum pull out load is specified.

Generally pull out test is carried to check strength of tube to tube sheet weld joint. The weld joint shall not break at a load lesser than the specified.
During pull out test in mock up of tube to tubesheet joints,
