Dear HA,

This job must be only structural welding.  PWHT may not be required if thickness is less than 38 mm.   E 7018 is best choise and as per structural welding code you can use one level iow strength than base metal can used for better fatigue strength.
PWHT may be required only incase dimensional stability ( machining is required after welding)

Steel grade 355JO is to BS EN 10025 and st 52.3 is to German standard DIN 17100 which can be accepted as an equivalent of st 355jo for below 16 mm thickness.

The correspondging electrode for the welding of this combination can be done:

1. Electrode SFA/AWS A5.1 E42 5 B 12 H5 (e.g. E7016-1) for root pass and E46 5 B 32 H5 (e.g. E7018-1) for other passes.
2. Semiautomatic FCAW E71T1 or E71T1M (e.g. OK Tubrdo 15.13,15.14)

No preheat is required for this type of steel.

Regards,
Elshan Feyzullayev.
