Apart from the project scope, drawings, and PO he could have expanded further as,
For diameter, I’d refer to QW-452.3 and select a test pipe that covers the minimum pipe size.
For thickness, I’d use QW-451for a maximum expected thickness in the project.
For material, I’d check the QW-420 for P no to ensure coverage for the actual project materials
and sometimes Group No., if impact testing is required.
This shows code knowledge and logical project application beyond just PO checking.
