Please refer Asme sec viii div 1 2013 clause UG 25 (e) & UG 37 d (g)

These telltale holes shall be left open or plugged if vessel I  service. If plugged , the plugging material used shall not be capable of sustaining pressure betwee plate and vessel wall

Dear Sir,

You could pluged it using kind rubber. Better not to sealed it permanently. When you want to perform corrotion test, you need an acces to tale-tale hole.‎
