Please share information and procedure for hydrostatic testing of API storage tank with sea water.

I think there is no mention in API 650 about sea water for hydrotest 
However, I remember that a 500ppm TDS and less is required with some neutral PH
Use of salty water, if no choice, requires specific flashing with fresh water after test completion

It is not recommended but if you had to, you shall use a dosing pump on the inlet (of hydro-test water) to add corrosion inhibitor... Other methods will not work...

This is only good if you keep the water for minimum length of time and you have to quickly drain it after hydro-test. Moreover, you shall wash the internal surface (and bottom side of floating roof) with pressurized fresh water to remove salt residues.

All of the above mentioned steps are extremely important to prevent pitting corrosion after hydro-test.

Please refer OISD 129 for HT procedure of above ground tanks. They also provided guideline on water quality. It permits usage of sea water also but with testing on corrosives like pH. You may use dosing chemicals in sea water.
 
API 650 prohibits storage of water for more than 14 days in contact with metal except biocides are added.
 
API 650 - 7.3.6.3 Specifying the test water quality. Potable water is preferred for hydro-testing. This does not preclude the use of
condensate, reverse osmosis water, well water, river water, or sea water. The Purchaser shall consider issues
such as low temperature brittle fracture, freeze damage, amount of suspended solids, sanitation issues, animal/
plant incubation and/or growth, acidity, general corrosion, pitting, protecting against cathodic cells,
microbiologically-induced corrosion, material dependent sensitivity to trace chemical attack, disposal, rinsing,
3) For the following metallurgies, describe on the Data Sheet, Line 14, (using a Supplemental Specification) any
additional restrictions on the water quality.
a) Carbon Steel—For carbon steel equipment where water contact exceeds 14 days, including filling and
draining (e.g. consider adding an oxygen scavenger and a biocide, and raise the pH by the addition of
caustic).
b) Stainless Steel—See Annex S.
c) Aluminum Components—See Annex H.
