Difference between QW-200.2(f) and 200.4(b)

Hi experts,
I have two PQR'S
1) GTAW : PROVIDES BASE METAL RANGE 1.5 TO 5
2)SMAW : PROVIDES BASR METAL RANGE 5 TO 32

QUESTION : CAN I MAKE WPS QUALIFICATIONS RANGES FROM 1.5 TO 32
AS PER QW200.2(f): yes
As per QW 200.4(b): No
Also refer interpretation IX-10-34
I stuck between these two clauses and interpretation,
Can any one provide correct interpretation.

Agree with reply, consider all essential, non essential, supplements parameters are same other than BASE METAL thickness RANGE.

Do not confuse between base metal thickness (T) and deposited thickness (t)
