Dear sir's

I have to prepare a WPS for an 18.26 mm thickness, for the GTAW+SMAW process, without PWHT, with impact at -29°C. The material is P1G1 to P1G1. I only have qualified PQRs ranging from 2.77 mm to 11.08 mm for GTAW+SMAW, 8 mm to 16 mm, and 16 mm to 38 mm for SMAW. Is it possible to combine multiple PQRs to create one WPS as given below?

Please give me suggestions; it will be very helpful to me. The three PQRs have project-required qualifications.

No, 
Process (essential variable) are different. In this case first PQR thickness must be greater than 13 mm then u can, See QW200.4 (b)

Dear vishwanath,
The welding procedure is qualified for base metal thickness (affecting cooling rates),and weld metal thickness (heat input ).
Whatever WPS opted for making a groove weld joint shall be qualified for the given base metal thickness range. whereas weld metal deposit qualification only restricts for upper limit and there is no lower limit ie zero also. 

by seeing this only PQR 3 is applicable, However GTAW is excluded in that.Since none of your PQR qualified using GTAW for the given thickness range. You need to qualify a WPS so as to meet your requirements both for bm thickness and required weld metal thickness. Refer QW 200.4.
