Centerline of weld vs toes of fillet weld

Dear expert,

Can you please help me in which standard or paragrap in API 650 saying 300mm is required the distance of fillet toes to centerline of annular butt joint. My Client saying 300mm must required and what will be the problem if we do welding see attach photo..

Annular butt joint is a Circular butt joint meaning a joint in a pipe.
 
Distance between a Fillet weld and adjacent Butt joint in a pipe or shell shall be  - 300 mm (From toe of fillet weld to centre line of butt weld).

Pls refer API 650 figure 5-3D it says a minimum of 12" reqd paragraph 5.1.5.7 page no 5-15.

What will be the possible cause or affect to the joints if the minimum spacing is not met. Because iam new for this tank welding. This is a fire water storage tank.

There is no spacing requirments as per clause 5.1.5.4.2 fig 5-3D in api 650 eleventh edition,june2007.page(5-5)

The problem that will happened if you didn't met this requirement is related to metallurgical defect which may happen. as you may know in this case you will have the Extended HAZ in a small area and then the residual stress in this area will cause the stress concentration . Hope this explanation is useful for you

Causes are : adjacent Heat affected zones and stress concentration, rsulting in increased hardness and brittleness.
 
Remedies : Such scenarios not an issue with Carbon steel under certain low thicknesses. You may propose MPI testing and Hardness measurments.
 
For high thickness - You may propose stress not relieving.
 
But, for carbon steels, it is not a major concern, You can see pressure vessels even with high pressure with weld distance less than an inch without any SR unless required otherwise.
 
I am not familiar with Tank codes, for any specific requirement.

5.1.5.4.2
Three-plate laps in tank bottoms shall be at least
300 mm (12 in.) from each other, from the tank shell, and
from joints between annular plates and the bottom. A threeplate
lap is created where three plates come together and all
plates are joined to one another by lap welds. A location
where a pair of bottom plates are lap-welded to each other
and are lapped onto an annular plate constitutes a three-plate
lap, but lapping a single bottom plate onto a butt-welded
annular plate splice does not constitute a three-plate lap weld
since the two annular plates are not joined together by a lap
weld. These lap joint connections to the butt-weld annular
plate are illustrated in Figure 5-3D.
