You cannot use the current plate WPS and WQT to weld a 24-inch pipe with 9.5 mm wall thickness or any pipe with 8 mm wall thickness.
You can use them for a 26-inch pipe with 14 mm wall thickness.
To weld thinner pipes (8 mm, 9.5 mm), you must qualify a new WPS and WQT for those thicknesses.
Both 9.5 mm and 14 mm pipes generally require impact testing (as per ASTM A333/A333M-15 and other standards, especially
if impact properties are specified in the material grade or project specifications specify impact toughness as a mandatory property.

For a 25 mm test coupon, the welder is qualified to weld base metal thicknesses from 5 mm to 50 mm as per ASME Section IX,
specifically Table QW-452.1(a) for plate welding.
Your WQT was performed on a 25 mm-thick plate, which covers both your 8 mm and 25 mm base plate requirements.
There is no impact requirement for the welder qualification itself unless the construction code or project specification requires
notch toughness testing (impact testing) for the WQT. If impact testing is required, additional restrictions may apply, and you
should refer to the relevant code section for notch toughness requirements.
Always check if impact requirements are imposed by the construction code or client specification, as this can affect qualification limits.
No additional welder qualification is needed for the range 8 mm to 25 mm if the WQT was done on a 25 mm plate.
