Need Advice on Preparation of MPDR As per ASME Sec I Ed-2013

All Expertise, Good Evening

 Kindly share/advice on following Issues, related to Manufacturers Partial Data Report as per ASME Sec I- Ed 2013.

We have manufactured some Boiler Parts ( Economizer, Superheater, Steam Drum, Heat Exchanger) except Boiler external Piping and stamped with ASME Certification Mark with ‘S’ and ‘S’ Part  Designation and sent on site with MDR/MPDR.

Economizer and Superheater are fabricated in modules. All Parts are sent in loose and to be assembled at site but erection and Final Stamping is not in our scope

For Economizer and Superheater we prepared- Form P-3 and for Steam Drum, Heat Exchanger-form P-4.

Now, Our customer is asking to us to prepare FORM P-3A (ENGINEERING-CONTRACTOR DATA REPORT FOR A COMPLETE BOILER UNIT) and submit it for further action.

We are already conveyed to customer we can not produce Form P-3A as per PG112.2.3 to you, But still he is not agreed and asking to us refer code reference of PG-104, Note (1).

As per PG-112.2.3
Form P-3A, Engineering‐Contractor Data Report for a Complete Boiler Unit, shall be used when such an organization assumes the Manufacturer’s Code responsibility as provided for by PG-104, Note (1).

This form shall be used to certify Code responsibility for the design specification of the complete boiler unit, of which the components are individually certified by their individual manufacturers in accordance with the Code Rules. This form also provides for field assembly certification. Form P-3A shall not be used by a Manufacturer to provide Code certification for only a portion of the complete boiler unit.

PG-104, Note (1).
 Boiler Manufacturer or Manufacturer as used in PG-104 or other paragraphs referenced to this Note may also be an Engineering‐Contractor organization with or without fabricating facilities, but having the capability of providing a design specification that establishes the pressure and temperature conditions for each component of a complete boiler unit and of assembling the fabricated parts in the field with authorization from the Society to use the Certification Mark with the “S”Designator in accordance with the Code provisions in PG-105.3.

Request to kindly advice on over mentioned situation and under what condition we have to prepare Form P-3A.
