PED - NOBO requirement for welder & welding procedure qualification

I have query on pressure vessels manufactured as per PED requirement.

 

To comply PED requirement is it mandetory to qualify welders & welding procedure under NOBO or RTPO? or They can review & approve welder qualfication & welding procedure qualified under any TPI?

They have to be qualified by NOBO which has under their scope Qualification of welders because not all NOBO have such qualifications.
