Dear Members,
We have crude and petroleum tanks in which 1 course of shell plates PWHT has to be carried out, so our subcontractor erect and install first , second and third course shell plate I asked if we could start welding in the second course and complete tanks shell without welding vertical and horizontal of the first course, and I want some document from code to approve this method if correct.

you are talking about the clean out door PWHT.
you can proceed the first ,second,third...with vertical joint first and horizontal after ward.

yes u can go ahead to weld the second course and the third courses
vertical joints since horizontal will be welded after the vertical has
been welded ...meaning the second and third course will be welded
before the horizontal connecting the first and second courses will be
welded...
