For fillet weld size tolerance
AWS D1.1 Clause 5.24.3.2: Fillet welds can be up to 1/16 inch (1.6 mm) undersize, with no tolerance for oversize.
ASME B31.3 Paragraph 328.5.2: Fillet weld size should not be less than specified. There is no specified upper tolerance, but it should meet design requirements and construction code.
Refer to these sections in the latest editions of AWS D1.1 and ASME B31.3 for exact details.

ASME is silent in fillet weld. Design has to decide tolerance. Generally negative side not acceptable.positive side ok.
