In my opinion, the welder you are referring is qualified.
I don't have the code right here with me now, Sec IX is clear about the P no's a welder is qualified when he welds with a particular P No. And I can remember welding Carbon Steel Coupon does qualify the welder to weld SS production welds.
However the catch is the F No, which is an essential variable.
If the process is SMAW, then the welder is NOT QUALIFIED as a Austenitic Steel Electrode falls within F5 category where as the major carbon steel electrodes fall under F4, and a change in F No calls for requalification.
But your concern is regarding GTAW, as the electrode (filler wire) whether it is a carbon steel or stainless steel filler wire, it falls under F6, and there is no change in the F No,
hence he is qualified.
