My dear friend ,,
  let me tell you one thing if welder is qualified for Carbon steel material either it is plate or pipe ,it means he is eligible to welding for only Carbon steel material.
        If you want to use same welder for stainless steel material,then you have to qualify one more WPS  for ss material.or if you have WPS for both SS & CS material then     change PQR & WPQR both for particular job.

Please explain a welder is qualified on ½ inch dia Carbon steel pipe butt joint with GTAW process. So he can weld on ½ inch dia stainless steel pipe butt joint with GTAW process. If any problem for material composition?

In my opinion, the welder you are referring is qualified.
I don't have the code right here with me now,  Sec IX is clear about the P no's a welder is qualified when he welds with a particular P No. And I can remember welding Carbon Steel Coupon does qualify the welder to weld SS production welds.
However the catch is the F No, which is an essential variable.
If the process is SMAW, then the welder is NOT QUALIFIED as a Austenitic Steel Electrode falls within F5 category where as the major carbon steel electrodes fall under F4, and a change in F No calls for requalification.
But your concern is regarding GTAW, as the electrode (filler wire) whether it is a carbon steel or stainless steel filler wire, it falls under F6, and there is no change in the F No, hence he is qualified.
