Current Course docs discussed in May 3rd meeting

Please take a look at these docs and give us any feedback you can... if you have any questions about either course please ask. This is all open for discussion. The courses are always being tweaked and fine tuned.

Most of the competencies in each COS will need more criteria (2-10 per competency). I can work with Tim and John to add more specific criteria for each competency.
