For injury firms--vehicle registration records

Do you have any ideas on how to access all new vehicle registrations?  We'd like to grow our motorcycle niche by sending our motorcycle newsletter to all newly registered motorcycles, or, if necessary, newly licensed motorcycle riders.  Preferably the first over the second since a lot of riders ride unlicensed.  Ideas?  Is this possible or a brick wall?  I'm having some difficulties getting anywhere on this.

Who have you already contacted about this issue?  Local/state government, maybe?

I wonder if any bike shops would be willing to do some list-building with you - not sure they would hand over their list wholesale, but they might be willing to make your newsletter an option for new bike purchases.

Yea I've been looking into the state route but didn't ask my shop contacts up front.. definitely an idea to consider, I'm pretty close with a few.
