This presentation will thoroughly discuss the following topics:

Interactions with juveniles in the criminal law and procedure contexts has always been complicated and difficult. To add to this framework the Criminal Justice Reform Act of 2018 and the Police Reform Act of 2020 have increased the complexity to a level that demands patrol and supervisory personnel keep up to date on procedures and case law applicable to juveniles.


This one-day class will put officers on a stronger intellectual footing when they are carrying out their duties that involve juveniles. The statutory law, case law, and detailed criminal procedures will be completely covered by the instructor.


Specifically, the following areas will be covered, along with any other relevant juvenile subjects that arise prior to the class;

  • The effects of Criminal Justice Reform (2018) and Police Reform (2020) on juvenile justice
  • The role transformation of the School Resource Officer under Criminal Justice and Police Reform
  • The mechanics of the Youthful Offender Statute
  • Review of the Juvenile Justice laws
  • “First Offense” issues under Criminal Justice Reform
  • Judicial dismissals prior to arraignment parameters
  • Juvenile pre-trail probation and pre-trail conditions of release
  • Miranda issues including the “functional equivalent of police questioning”
  • Meaning behind a “meaningful opportunity to consult with an interested adult”
  • Competency to stand trial issues with Juveniles
  • Truancy and Child Requiring Assistance issues
  • Wallace W. Hearings on First Offense determinations and subsequent caselaw on the same
  • Juvenile homicide offenders and sentencing issues
  • Juvenile Arrest procedures
  • Court Evidence Issues regarding parents testifying in juvenile cases
  • Reasonable Suspicion and Probable Cause case issues in field interrogations
