This presentation will thoroughly discuss the following topics and more:
· Duties and responsibilities of the police matron- sworn and non-sworn. We will discuss issues concerning the searching of persons of the opposite sex and the legality of police strip searches and how this can lead to personal liability of the detention attendant, his or her supervisor and the city or town.
· We will also address the policies and procedures that must be in place in order to legally justify a booking inventory procedure. The use of police dispatchers as “matrons in the field” and “booking officials” will also be addressed. Powers of the Chief concerning public safety issues will be included in this aspect of the discussion.
· After a thorough discussion of the legal aspects involving the job of the police matron, each official attending will have the opportunity to undergo actual search and seizure techniques used by experts in the field. Weapons and contraband detection will be the focus of this component. A police female expert in the field will be present to demonstrate and discuss the many problems confronted by the police matron on a daily basis. Each official will be trained to conduct “pat-frisks” for weapons and more thorough search techniques for contraband. Searches in the field versus booking inventory procedures will be compared and contrasted.
