how best to deal with public abuse of children

Hey everyone, i recently witnessed and spoke out in real time about child abuse on Amtrak, a mother with her three children.  it was the first time i did something while witnessing this kind of incident, and it went pretty good, though i had warnings from my mother that it can sometimes get worse if you intervene.  if people have stories or advice, please shoot it to me.  it has made colors more dull since i experienced this, and i can only imagine how the mother and children feel - we need major societal change to truly deal with this issue.
