OLIVER enhancements and bugfixes - simple identify, abutters list, simple buffer

OLIVER was upgraded with more enhancements and bugfixes.  Details below.

     1. An abutters list tool was added to the MuniMappers.  
        MassGIS currently provides 61 customized OLIVERs called MuniMappers for certain municipalities.
        Choose one or more parcels and a distance to select abutter parcels to generate a mailing list.

     2. A simple one-datalayer-at-a-time identify was added.  
        In addition to the current two identify tools (draw a rectangle or draw a shape) that identify all datalayers under the drawn shape, a new option is now available.
        Right clicking on a layer in the Active Datalayers window on the right will confine the identify to just that layer.  
        The feature table will also open automatically after the count of features is complete in the upper part of the "Identify results" window.

     3. A simple buffer tool was added.  Specify a distance and generate a buffer around a clicked point.  
        Note: The buffer tool was added to OLIVER but not the MuniMappers.

     4. A bug seen with tiles using Internet Explorer 10 has been resolved.  
        Some basemap tiled layers including Bing and Google would become "scrambled" after a few zooms in IE10.
        (Note: as a side effect of the fix the zoom slider bar does not display the correct level for the basemaps.
        The slider bar will seem to indicate that there is another, closer zoom level available when in fact
        the closest zoom level available IS being viewed and the slider bar is showing an incorrect result.
        This will be fixed in an upcoming version.)

     5. For OLIVERs that edit datalayers, the ability to edit attributes without editing shapes was added.
        Now OLIVER can confine users to editing attributes of a datalayer but not vertices, simplfying workflows.

     6. A current analysis of the Bing and Google Terms of Service was performed.
        As a result OLIVER and MuniMapper attribution has been brought into line with current requirements.

Aleda, thanks for all you do over there.  We are having a question re custom Olivers:  can we have multiple copies of a single data layer with a different definition query on each? Or can we do a SQL selection query at all on a layer?  Please forgive my ignorance as a very infrequent user.  And thanks again!
