New OLIVER/MuniMapper features deployed today - zoom to address in URL, fixed download projections, more

OLIVER was upgraded with more enhancements and bugfixes.  Details below.

     1. A MassGIS geocoding button is optionally available for viewers built on the OLIVER template
        In addition to the currently available Bing search box a new button is available that will geocode against the MassGIS streets base dataset

     2. Zoom to address by including it on the URL to launch OLIVER or another viewer built on the OLIVER template
        OLIVER, MORIS, MuniMappers and any other viewer built on the OLIVER template can now be opened directly to an address, either to the Bing or MassGIS geocoding service

     3. Exporting vector data using any of the 3 options to export - bbox, draw a shape, use a feature) fixed for the 3 non-26986 output formats
            Exporting vector data in a projection other than MA State Plane Mainland NAD83 meters (EPSG 26986) was returning an empty shapefile.
            Also, a note was added to the interface to clarify that rasters are only available in MA State Plane Mainland NAD83 meters (EPSG 26986).
            Now UTM 18 (EPSG 26918), UTM 19 (EPSG 26919) and WGS84 (EPGS 4326) aka latitude/longitude work correctly again.

     4. 3 right hand windows (Available Data Layers, Active Data Layers, Legend) can be closed by default   
        Any viewer built on the OLIVER template can be configured by MassGIS to present a simpler interface at launch by having the 3 right hand windows closed instead of open.
        The << button is still available to open them in case data layer changes need to be made.

     5. In order to support the display of additional cached tiled basemaps in OLIVERs configuration was added to allow custom basemap attribution display in the bottom right of the map.
