other aircraft should stay 15 miles from any fires - most fires are
reported / spotted quickly and there really is no need for general
aviation aircraft to scout the fire - (not my words - their words)
seems they could specify a typical altitude for emergency aircraft
versus a typical altitude for general aviationa aircraft - maybe not -
maybe its too complicated in mountainous areas
all aircraft share common radio channels - but they were 15 minutes
late setting up the radio channels on the Palisades Fire - right?
