'on order' = our local units are busy so we have to reach out to
North Zone in Redding and have them assign some aerial resources to
this incident - in other words - we placed an order with North Zone
for the aircraft and we are waiting to hear which units have been
assigned / ordered up - the aircraft will come from bases outside of
lassen county or modoc county - they might be state or federal or
local units - there are no local fire aircraft afaik in the area - so
the responding aerial units will be either state or federal units - or
possible call when needed private unirs - but that seems unlikely
since it might take them 2 hours to launch
