just thinking out loud - radio loads - public safety land mobile
radios - public safety 2 way radios

Bank 1 - day to day channels - dispatch and tac - sister agencies
(police / fire / ems / schools / malls / etc - channels worth scanning
in the middle of night etc) - includes a BOLO channel or disaster
alert channel / all call channel (for general announcements from
dispatchers)

Bank 2 - county mutual aid channels - other public safety agencies in the county

Bank 3 - international mutual aid channels - itacs - utacs - vtacs - etc

Bank 4 - training channels ?

OR MAYBE

give the radio a new channel load every time the radio moves into a
new neighborhood - if driving by the mall, pop in the mall channels -
if driving by the power station, load in the power station channels -
etc

BOTTOM LINE

existing radios have far TOO many channel loads

existing radios are very weak in ability to talk to campus radio
systems (malls - factories - hospitals - etc)
