1.75 inch and 2.5 inch hoses are used for fire attack

3.5 inch hose is used for supply lines - maybe hydrant to engine or
engine to engine or engine to tower ladder

engines might have 6 inch ard suction hose also - which could be used
to draft from a river or harbor - or cistern if they have any

per the engine ops manual - the only mention of cisterns says that
some sprinkler systems have a cistern as a backup water supply to the
city water main

you could hire someone from tokyo or san francisco to help with
cisterns - maybe - if manhattan is all bedrock - that could be a
problem - but you could build an above ground cistern into the bottom
floors of a highrise and no one would even know that it was there
