actually - this is FAST FORCE from Japan military - they seem to have
aircraft and ships ready to go nationwide in response to any national
disasters

this url might not be a list of military FDs - it might be just a list
of military units that have rapid response duties

here is approx 10 pages of 2020 info about Japan military rapid
response activities - activation times of 1 hour to 2 hours are
