luzerne county PA - 'no crew' reports for ems

latest report - someone got tagged for being out of service for 10 seconds

they are expected to respond to 95% of their calls - not really sure
what that means - if some agency just has 1 ambulance - then any time
they get a simultaneous call - they automatically get tagged for a 'no
crew' - right?

seems like they are trying to measure FT ambs with the same yardstick
they use to measure 'on call' or PT ambulances

and we dont really care what the silly state regs say

but it is great to post this type of info - its very rare to see it
posted - and it has been a huge problem for years - Burlington County
NJ paging using to get into a cross band repeater in Boston around the
1980s - 154.22 into 483.3125 R iirc - we used to hear Burlington
County ambs getting paged 10 times in a row over 20 minutes - it was
insane

looking at the 2016 county ems plan - it is apparent that the vols
were having a hard time getting crews together

the policy was to do retones at 3 minutes and 6 minutes and then go to
mutual aid

they did not do 'dual dispatch' - not sure what that means exactly -
it might mean that the county 911 center would not tone a vol amb and
a private amb at the same time to go to a single ems call - why???

surely with some flip cards it would not be that hard to do 'dual
dispatch' - have a daytime card and a nightime card - Wyoming Amb -
day time - page Wyoming Amb and Bobs Ambulance to all calls - night
time - page Wyoming Amb only - 2nd due is Pittaton Ambulance - etc -
seems simple enough
