they use the 'pick up the mike and just start talking" protocol
Eng 41 - "Engine 41 available in response area"
Dispatcher - "Engine 41 756" (time is 756 local)
Engine 41 - "Engine 41"

maybe the only agency in eastern Massachusetts that has field units
give their ID at the end of a conversation that they started is North
Andover FD
maybe you could call this a "field user centric radio protocol" versus
a "dispatcher centric radio protocol"
