an evacuation of all FD members from the building
they really really need to have 1 term for this
does it apply to any civilians in the bld? of course - you sure? how
about a fire in a morgue? or in a nursing home - thats kinda a morgue
isnt it? what if maydays are in progress? would that be a tactical
retreat or an abandonment?
