The 4-C model is the only communication process endorsed by the United
State Fire Administration (USFA) and National Fire Academy (NFA). The
4 C model is really either a four or three step process. The 4-Step
method should be used when there is a LOW expectation that the
receiver of the order to be listening. The 3-Step method should be
used if there is a HIGH expectation that the receiver of the order to
be listening. If the 3-Step method is used but the receiver does not
hear it; airtime is wasted. All radio transmissions must be short, to
the point, and non-conversational.
